First, you're pretty good at editing photos on your phone! Your idea to create spats for your Clarity will succeed or fail on both the material you choose, and on the fasteners you use to connect the spats to the wheel arches.
Before my Clarity, I drove a Honda Insight beginning in early 2000. It had engineer-designed and tested rear wheel spats. Every spring and fall I would remove the spats to change the wheels/tires. Over the years, getting the Dzus fasteners to line up so I could get the spats back in place became more and more difficult. Maybe the plastic spats were shrinking, I can't say.
Once, in a nasty Michigan winter, so much snow got packed around my right rear wheel that the pressure caused the spat to fly off the car. Fortunately, my Insight was red and the airborne red spat caught my eye in the rear-view mirror. I was able to retrieve it before a car could run over it.
You'll have a much easier time upgrading your Clarity's audio system. Have you seen this
