EV's and plug-in hybrids are being seen as a tax cash-cow by some. The state of North Carolina already charges an annual tax of $214.50 for EV's and $107.25 annually for plug-in Hybrids. According to the article above the House wants to impose another $130 for plug-in hybrids, with proposed federal increases to $150 for EV's and $50 for plug-in hybrids, yet the average gas powered vehicle is only paying $88 per year in gas taxes?
The right thing to do would be to impose the same tax on EV's and plug-in hybrids, as the average ICE vehicle pays in gas taxes.

Michigan's annual vehicle registration costs me an additional $113 per year for my Clarity PHEV, regardless of how much it's driven. For my electric MINI Cooper SE, my registration costs an additional $267 per year, regardless of how much it's driven. Michigan also has a 6% sales tax on public fast charging. Now the feds want to further discourage EVs?

Excellent point although assuming the goal of these taxes are to actually maintain roads and not for political agendas, the same can be equally said for ICE, EV, or Hybrid vehicles. The less vehicle is driven, the less damage occurs to the roads requiring less need for road repairs, and the less road taxes should be required, and of course the reverse is also true. And what currently occurs with an ICE vehicles, if they are 100,000 miles per year that vehicle is paying a proportionally higher road repair tax (compared to a vehicle that isn't driven most of the year). Road repair taxes should be able to be equally levied though either gas pumps, EV charging systems, or home electrical usage, as a factor of actual vehicle usage. Ah, if only life were fair.

Personally, kill all gas taxes and use tag fees to fund road projects. Scale by vehicle gross weight.
