AKA Supply Authority and you are right, my experience scheduling as an electrical contractor to change a service requires electrical permit first, then the Supply Authority uses that number to schedule the disconnect/ re-connect and change of feed wiring (UG or overhead) if required.Upgrading to 200 A service requires coordination with the power company.

It's not like it used to be - cut the wires- do the work - temporary hook up, and call later for an appointment for the new feed. Times have changed

Note: It still can be done, but only in an emergency situation if on a weekend or holiday.
