Question on buying a charger for Mini in UK

My niece in UK after visiting me in Xmas fell in love with my Mini and bought one upon getting home. It surprised me to learn that in UK you are supplied with an adaptor cable (?) and not a plug and charge one like in North America even though it is only a L1 charger. As a matter of fact I am using it since day one for 5 years.

Is it a common practice in UK such that the owner need to buy their own charger?
 
Level 2 AC charging in the UK is mostly untethered..aka Bring Your Own Cable. It's less of a charger, and more of an L2 extension cord (Type 2 to Type 2)

Hi the best home charger i have found if you have solar is a Zappi V2.1 even if you have no solar it very good for using the cheapest electricy rates that can be programed in, i have had mine now for 2 months and its saving about $40 per month by being able to use only solar that i would have exported before at $0.07 per KWH, instead of the EV import rate of $0.22 per hr off peak or $0.33 cents prkwh,
