Wow. Yeah, I tried contacting DEQ as well before purchasing, but the trail stopped after talking to a couple people who didn't really know the details.
I tried: Beaverton Honda, Wilsonville Honda, Tonkin Gresham Honda (and maybe called one or two more I don't remember), and even though I clearly and concisely asked them about the $2500 point of sale rebate, they all said they can't.
Ended up using the Costco program at Swickard in Gladstone, got the base at the standard $24500ish after $6500 manufacturer-to-dealer and Costco discounts. But I would not recommend going through their finance there unless you are really on top of your stuff or bring a lawyer with you, honestly.
Honestly it sounds like people in the area should just go to Salem instead. I definitely would have if I had this information earlier

For some people, the $2500 off the top might be the difference between being able to afford the car or not. It's extremely disappointing that all these sales reps and their managers claim to have no idea what the program is and stating up and down that they've never heard of anything like that and have never offered that credit.
