What do users consider the most efficient EV, factoring in affordable price?

The Bolt is not discontinued. The VOLT, Chevy's plug-in hybrid, is discontinued.

Ralphie, if you'd be happy with the Bolt and can get it cheaper than the competitors, go for it. The Kona was more to my taste, but get what will make you happy.
 
I can’t find anywhere that the Bolt is discontinued. GM’s site lists 2021 models in both USA and Canada.
When I bought my Tesla, in September 2019, the Bolt was supposed to have been discontinued and dealers were closing out existing inventory at fire sale prices. Since then, I see they have changed their policy and introduced a newer version.

I don't have an axe to grind with any electric vehicles, but the Model 3 made the most sense to me. YMMV.
 
Might I suggest looking at the MINI Cooper SE? It's less expensive than the Bolt plus has the full $7500 rebate, and is a lot of fun to drive. It has a heat pump and gets better range than its EPA rating, although the range is less than the Bolt. It's using the BMW i3 motor but seems to have better performance. I'm finding even in winter (below 20 ºF) I'm getting at least 90% of the EPA-rated range.

It's not a car for everyone, but I think it's worth considering.
