I just received Texas Commission on Environmental Quality, Texas Emissions Reduction Plan, Light-Duty Motor Vehicle Purchase or Lease Incentive Program, or TCEQ TERP LDPLIP Award...Notification. I submitted the application about 6 weeks ago.

I have my paperwork all filled out. I’m waiting for my permanent License Plates to come in. I’m assuming that I can’t use the number from the temporary tag. So hopefully in a week or so I’ll submit the application to TCEQ.

Yeah definitely no need to wait for permanent plates. A few gotchas:
-Make sure the dealer has signed your purchase agreement. Some just stamp it but this rebate requires it signed. The lady from the state office was super kind and called me when mine wasn't signed. I had to go back to the dealer and get them to sign those pages.
-Make sure the dealer also signs the form from the state. I think you need 2 signed copies of this.
Check arrived 1-2 days later.I just received Texas Commission on Environmental Quality, Texas Emissions Reduction Plan, Light-Duty Motor Vehicle Purchase or Lease Incentive Program, or TCEQ TERP LDPLIP Award...Notification. I submitted the application about 6 weeks ago.

First comes an acceptance packet with rebate details, then the check arrived 1-2 days later. Can't access that file. I guess that means you received your $2,500 after 6 weeks? I am going to file mine this weekend.
