Speakerphone volume

I noticed that when using the in-car speakerphone, there's a dedicated speaker on the windshield that produces sound rather than using one of the stereo speakers.

I also noticed that the volume of that speaker is pretty weak. Even if I max out the volume on the phone itself, I can barely hear the caller if I'm driving (they can hear me fine).

Does anyone know how to make the volume louder?
 
IIRC, when you are connected on a call via Bluetooth, the volume control on the steering wheel will increase the volume of the call without affecting the radio volume once the call has ended.
 
On a separate note, when my wife uses the speakerphone to talk, I can hear the conversation clearly from outside of the car. It seems strange that it was designed this way.
