Can someone test this out and get back to the group?

This will not work do to the laws of conservation of energy. Basically the amount of energy delivered to the battery by the generator will always be less than the amount of energy required to to turn the generator. Some of the energy from the battery will be lost in friction of the pulleys, the generator bearings, and also in heat in the generator coils etc.... Thus this will ALWAYS be a net DRAIN on the battery.
 
Wow, it's a perpetually powered car. I wonder why nobody ever did that?

Well first, you're increasing drag (rolling resistance) which will increase the power needed to move the car in the first place. Offsetting this stupid idea.

Second, Toyota actually did this with their hybrid cars that never need charging. Oh wait, they actually need a combustion engine to move the car to power the generator.

Thus: there is no such thing as a perpetual car. Ergo, that picture is most likely photoshopped anyways.
