OTA updates only work when I use VPN via phone hotspot — anyone else?

Hi everyone,
I’m running into a strange but consistent issue with OTA updates on my EV. When the car is connected to my home Wi-Fi, updates either fail to download or stay stuck at 0–5%. But when I share mobile internet from my phone with VPN enabled, the update starts immediately and completes without problems. Without VPN on the hotspot — same issue again.
Curious if this is a known EV connectivity issue or just bad ISP behavior.
 
2022 Tesla Model 3, AT&T home internet, Texas, USA. Updates only download when I use my phone hotspot with VPN enabled.
 
I’ve only had intermittent download issues with my previous, 50 mbs provider in foul weather. Since upgrading to 150 MBs, their free cable modem, and mounting it about a meter higher, no problems.

With my previous system, a WiFi repeater nearer to parking spot helped.

I’ve had the same thing happen, and the trick for me was checking categories that actually update with active games instead of waiting for results to appear.
