So it turns out that they shipped my car to a dealer just outside of Chicago, not to nearest dealer in Texas. No clue why but it was Kia's choice. The seat manged to pinch and cut the wire harness for the seat adjustment motors and that is why my seat stopped reclining. When the dealer went to order the part to fix it, one of the parts did not exist in the system and had to get added. So I am still waiting for the dealer to get the approval to order the parts. Still not sure when I will get my car back.

KIA and Hyundai prefer settling privately and have extended buyback offers for others on this forum even without official lemon law application. Open a case on their website explaining your experience and timeline of events. Tell them you want a buyback instead of waiting for repairs. It will likely still take a few months but should go much faster than getting lemon-law lawyers or arbitrators involved.
Well they had that chance, I have had a Kia Corporate ticket number since April 15th. Other then when they were trying to schedule transport for my car, I have had to call them to get any details about what is going on with my car. It took them over a month to figure out that they would need to transport my car and get it to a dealer to fix it. Still not sure why they picked a dear almost 1,000 miles away. The closest Kia EV dealer is just under 300 miles away. It was an electric drivers seat, not some critical drive train component. When the dealer first tried to order the part to fix the seat they were not in the system as a part that could be ordered. They never offered a loaner and when I asked for a loner after 2 months, they told me to rent something and they would pay me back. So now I will be making car payment and rental payments until they see fit to repay me for the rental. If you have the name of one of Kia's agents that can get this handed, please send it to me I will reach out and see if I can wake up from this nightmare. I don't see why I need to put any more energy into this since they clearly don't feel the need to put any effort into fixing my car in a reasonable manner.
Sounds like whoever was assigned to your case in corporate didn't follow through or case got stuck in limbo from the whole Covid mess. Many customer support staff are getting laid off or working from home these days. Buying a car not officially sold in your state probably isn't helping either.
I would try again (maybe by phone?) and specifically request a buyback due to how long it's been out of service and no firm estimate on when it will be repaired. If all else fails, file lemon-law claim with your state. As you're aware, the sooner the better since the process can take a long time. Seems like an open and shut case.

Just got my new 2019 Niro EV shipped to me in MN (very far from nearest state that officially sells them). Clicking sound on regen braking started getting loud before 600 miles on ODO(!). Looks like I might have some fun times in my future here. I specially bought a BEV because my older gas cars were starting to break down.

Discovered ex post facto, sadly. BEVs from my experience are simple and reliable. This is quite jarring and should probably get more press.
So my car has supposedly been fixed and is just waiting to be transported back to me. As of today I have been without my car for 78 days and it has been broken for 101 days. So it turns out that the wiring harness was not cut by the seat. The shielding on the wire had been abraded away and it was arching, and that is what was damaged. Not to sure how safe I feel know there were exposed conductors in the seat that were arching. I am going to try and get the photos that the dealer sent to technical service, so I can see exactly what happened. If I can get the photos I will share so other can look and see if they have the same issue.
So I got my Car back on August 6th, so 2 days short of 3 months to fix the driver seat. Now that I have it back I think it has the motor tapping issue. I have posted a clip in the forum so see if anyone else thinks is sound like the problem. So I don't think my saga is over yet.
At least you can comfortably listen to it, could be worse
