Kona 2019 EV Cabin Heater problem

After 5 years the cabin heater stopped working, the fan blows but no hot air comes out (AC still works). Brought it to the dealership and they said the fuse and the PTC heating resistor need to be replaced, the parts are $3000 and the labour would be $1000 (Both CAD). This seems crazy expensive, has anyone had this happen to them?
 
I posted on FB. You can almost certainly can buy the fuse from an electronics supplier as I found one years ago for the compressor as it was a weak item in the very earliest production. It’s a specialty item intended for EVs in particular.
It’s just a pain to replace it.

Obviously the PTC is inside the HVAC housing and even worse.
Does the heat pump still work?
