I couldn't find a previous thread regarding an after market key fob for my 2018 Clarity, so I hope I am not beating an expired equine. I can find some fobs on EBay and other sites for $100 or less supposedly with programming instructions. Can I get a cheaper, viable key fob and program it myself?

I just had to replace keys recently, and paid $200 each ($400 total for 2 different fobs and 2 different cars...don't ask!). That included 2 fobs, programming, and cutting of the keys. Not as good as $48 + $80, but easier. :) That was in the Bay area. Related thread here:

As I posted on the earlier thread on this subject: Be careful with the one on e-bay as apparently it won't work for a 2019 Clarity Touring. For that one would need (I think!) part # 72147-TRW-A12 for driver 1 and 72147-TRW-A22 for driver 2. Both are available at https://www.hondaautomotiveparts.com/search?search_str=Key+fob but they are hardly cheap at $271 and you would still need to have them programmed.
