Clarity Wheel Noise (scraping)

About a month ago my clarity phev started making a noise.

It first started when I was going down the road at about 40miles per hour, but would go away if i applied the breaks for a couple seconds, than would come back a little bit later. Than it turned into a sound that would happen only sometimes, and now it happens all the time non-stop accelerating or breaking it’s always there. It sounds like metal scraping or faintly like jingle bells.
Has anyone else had this issue? What might it be?

I had a periodic clicking once. Determined I had rolled over one of those marker flags they put out to mark pipes underground and the thick wire got wedged between tire treads. The thing was clicking against the wheel well every time it rotated around. Took me three stops to find it because the first two it was underneath on the ground when I stopped.
 
The rust on my Clarity's brake rotors has been making scraping sounds for years, but the dealer's service techs tell me not to worry (I'm surprised they don't recommend rotor replacement every time I bring it in for a check-up).

If I drove the car more than 3,000 miles a year, perhaps the rotors wouldn't have a chance to get so rusty.
