Blink Charging Issue

I was trying to charge at a free Blink charge station at the Turning Stone casino. I used my Blink card to start charging. After about one minute, it said charge complete, in occupy mode.

Is this caused by some update that I don't have.

I have a level 2, 16 amp charger at home and that works fine.
