A 120V household outlet delivers around 12 Amps/1,440 Watts. Your balcony solar panel probably can't produce much more than half that. You'd probably need more Amps than the balcony solar panel can deliver to trigger your EV's charging system to start.

You could use a solar panel to slowly charge up a battery that could, in turn, deliver enough power to charge your car. Here's a video of a guy who does that.
