Please elaborate...
The Clarity Touring (built-in navigation) disables keyboard address entry while moving.
HH is the only thing I am aware of (so far) that removes this restriction.

Wierd... And you did nothing to make this work? It has worked since the beginning?
Let me explore some unlikely possibilities:
1. What year is your car? Mine is 2018. Would this have changed in subsequent years?
2. Do you have a Canadian version? Maybe this restriction was not done in Canada?

No, probably not defective. I think it is an example of different regulations in Canada.
Consider yourself luck with this one. It is not a safety issue unless you misuse it (like so many other things in life).
This restriction has bothered me from day 1. There is almost always a passenger in our vehicle and this has been very annoying.
Honda's answer is the voice command, but that is definitely not ready for prime time making many ridiculous errors.

Results of the experiment:
Tested turning off the car with each of the following screens displayed: Energy flow (under 'Info'), map, phone directory (under 'Phone'), display settings (under 'Settings') and Audio. After turning off the car I opened and closed the door to switch off the headlights and waited after all the activity in the dashboard ending with the Honda logo (and all the funny noises in the background I hadn't noticed before) and the dome lights had turned off (at least a minute). I noticed that when turning the car back on, the screen would default to the 'mother' of the process I left running, meaning the 'Info' screen showed instead of the Energy flow screen, the 'Map Home' screen would show instead of the actual map display, or the 'Phone' screen instead of the phone directory and the "Settings' screen showed instead of the 'display settings'. I wonder if defaulting to the 'Map home' would be enough for you but here is where it would bring you back if your switched off with the map displayed, at least with this 'alternative' skin interface.

I'll try the 'alternative' skin interface to see if it has at least some retention of where it was prior to shutdown as you have demonstrated.
This is not a big issue for me. In fact, I never even thought about returning to the last screen until after I installed HH (and saw there were features within it to control startup). When those features appeared to be ineffective, that's when I started down this road. My main goal (killing the navigation keyboard inhibit) was a great success and am happy regardless of this startup issue.
I'll try the 'alternative' skin interface to see if it has at least some retention of where it was prior to shutdown as you have demonstrated.

OK, I surrender. My vehicle always starts on the main 'home' menu regardless of what I try.
I switched to the 'alternative skin'...
Just to be clear, this 'home' screen looks like this:
I checked to be sure the "Remember Last Screen" was ON in the vehicle settings.
Two screens were used for this experiment - 1. The map, and 2. The Vehicle Energy screen.
From each of these screens, the vehicle was powered off (power down, open door, close door, wait until headlights and dome light went off).
Then the vehicle was powered ON again. In both cases, it just started up on this same home screen.
I have tried with this "alternative skin", and with the default skin.
I have tried this with the HH setting "Restore Last Function" both OFF (default) and ON.
No combination was found that tries to restore any semblance of whatever screen was in use when powered down.
It is quite possible that the vehicle can do some form of screen restore (as shown by @coutinpe), but HH has over-ridden it? I can't say, because I was not exploring this until after I had already installed HH. In any event, this functionality is just not worth any further exploration to me.

Strange, I tried the alternative skin because I really liked the way that main menu looked. But in the several months I had it on the only way I could ever see the main menu was to click on the menu button. Even if I was in the main menu when I turned the car off when I turned it on it was always on something else like the radio or my iPhone. I finally changed back since I never saw the main menu I wanted to look at.

I can no longer speak for the default configuration(s) because HH now clouds the issue for me.
It's funny that mine is doing what you would have preferred, and yours is [sort of] doing what I would have preferred.

So sorry, I do not know what else to say! Looks like a case of obtaining different results using the same methods (aka "Insanity" according to Einstein) on the part of Honda software developers leaving a loose variable somehow perturbed by Honda Hack...?
