Can the alarm "Chirp" be turned on in the cars settings or is it a dealer only job?
I doubt dealers will help you turn off any "Chirps" because there are legal ramifications.

Many software-controlled features of the F56 MINI Cooper SE can be modified using the Bimmercode app, including start-up sounds, seat-belt warnings, tail-light brake patterns, and, best of all (for me), activating the secret AM radio. However, the Bimmercode menus are in German, which makes finding the feature you want to modify difficult. Here's a long thread about the app:

Customize MINI Settings with Bimmercode App

If your car didn't come with the alarm option (which many of ours didn't due to the wire harness issues after the start of the Ukraine War) then you have no way to activate this. The hardware for the alarm, along with the wiring needed to make it work, simply is not present in the car. The retrofit would be pretty difficult as well and would need to be coded (see above) to make work after.

Mine is an F56 which was built in 2021, before the War in Ukraine so not sure now if it has an alarm or not, it does have the red led which pulses while the car is locked until it is next unlocked which leads me to think that it does have an alarm system?

If your LED blinks then you have the OEM alarm installed. You should have menu options for the alarm chirp I think.
