Why two battery bars remain?

Does anyone know why we have two little battery bars remaining at full "discharge"?

Both of the Gen 1, Gen 2 Volts used to go full out to no bars (of course there was a substantial remaining buffer)

I assume it is what is necessary for the hybrid system to maintain itself, although I agree they should have set it to zero bars instead of two. It all comes out to the same thing in the end, just the bars would go down a little faster. Maybe they thought people psychologically would not like the idea of a battery meter going all the way to zero so they set it at two. This is all total conjecture on my part, though.
