Problem is that many countries are under reporting their emissions. Probably most of the ones in that 2nd half chart. I would never believe China for one. https://grist.org/cop26/report-exposes-the-shaky-data-undermining-the-worlds-progress-on-climate-change/
There are and more satellites coming to measure carbon release across our planet: https://en.m.wikipedia.org/wiki/Space-based_measurements_of_carbon_dioxide Bob Wilson
This is a VERY interesting site, with interactive features. My biggest surprise was Carbon Atlas/total CO2 per person. The US is portrayed and China tally high emissions - Nationally but the US shows modest per person production of 14 tons of CO2 per person - which is lower than Mongolia. More interesting is China, which dilutes their National production across a Billion souls. This is an indication of real poverty in China.
