Can anyone explain to me why the Bolt is not offered with ACC on any of the trim levels?
Makes no sense to me. What am I missing?

I assume you're talking about Adaptive Cruise Control (Active may be another name for it, I've just never heard it). From things I've read in the past, it was about cutting costs. To install the radar(?) systems that cars like the Volt use for Adaptive Cruise Control would have pushed costs higher and so they left it out to reach a certain price point. It is one of the more oft-requested features, and also more complained about missing features since it's inception, so you're not alone in your frustration. Why you couldn't pay to add it to a higher trim level? I don't know why they would have decided against it. Maybe to do with manufacturing costs to add it - best guess.
