In fighter jet control terminology, those are called "half action" and "full action." The physical cruise control buttons do it, too: half for 1 MPH increase or decrease; full for 5 MPH.
It seems like my SE's switches have more delicate action (but not breakable) than my previous 2015 F56, maybe that's why I didn't notice it until now. My other MINIs are/were R55 Clubmans, with window toggles in the lower center that you have to hold to keep the window moving.
Then there's the second press of the button after the window is open to get it to go down the last quarter-inch.
