I think it has to be a new color. That would make the most sense, but then again, we are really all taking educated guesses. but im with you...let's wait!They might very well just extend the red sticker through 2023. Butt they also may create yet another color (blue, anyone?)

My commute is short but my wife's commute will be long sometime next year end. So I am going to apply for decal in 2021 Jan, to allow HOV access until Jan 1st 2025 as per new rules.

If I had to guess either they got impatient waiting, or they received their stickers but don’t want to apply them to their car and they think this will somehow circumvent that. I know that’s something Toyota was able to do at one time. In my case, my wife worked for Toyota Financial before they moved to Texas. When she took advantage of their employee lease program, the stickers were applied the day she picked up the car. No waiting. I’d guess it’s entirely possible that Honda may have that ability now too, but I don’t know for sure.I saw a So Cal dealer with new Clarity PHEVs on lot with the new red HOV stickers already on the cars.

That's scary!I don't know the new rules are (for 2019>) but current rules ties the HOV stickers to CA State rebates, and if the dealership did that, they may screw up who actually buys that car.
