The answer to this may depend on where you live.

There is a good chance it is covered if you are in a "California" emissions state -
California, Connecticut, Delaware, Maine, Maryland, Massachusetts, New Jersey, New York, Oregon
Pennsylvania, Rhode Island, Vermont, or Washington

For these states, many items are increased from the basic 3Y/36K to 15Y/150K.

I am in CA. But is this issue emission related at all?

I have the service provider to check his system for part 79900-trw-a01.

It shows that it is not covered under either powertrain warranty or emission warranty...

On the 2nd page of the warranty book (attached), there is an item called "Electric Engine Coolant Pump" which gets the 15Y/150K.
It sounds like it is not the same thing as the coolant heater however.

Then on the other hand, here is an eBay listing for the same part number, and they call it "Electric Coolant Heater Pump"

I think dealer will just go with their computer system and charge me $3000.

Can I still buy extended warranty from Honda? It's 2 months over.

Pretty sure you can only purchase a warranty if you are within the initial 3Y/36K period.

I have heard of examples where reaching out to Honda Customer Relations got them to honor coverage that fell just outside of the warranty period. It may depend on how persuasive you are !

I disconnected both cables of the 12v battery for a few minutes (hard reset). The light indicator is still on. Looks like I have to pay $3000 for this? Any other way to reset the entire system or clear all the warning indicators?

The only way to clear Diagnostic Trouble Codes (DTC's) is with a specialized 'scan tool' that connects to the OBD II connector. There are some DTC's that even a simple device can clear, but the error that you have is quite specialized, and you may need a more professional tool (or a trip to the dealer). But, given the nature of your problem, it seems to me that clearing the code is a long-shot. The failure is likely to return in short order until the underlying problem is corrected.

Thanks for this info! I didn't click on this link previously because I was on the phone. Looks like they should be the same part! This page also mentioned that it's a pump: https://ahparts.com/buy-used/2018-h...eater-assy-79900-trw-a01-79900trwa01/303399-1

The dealer service guy showed me his computer screen that 79900-TRW-A01 is out of warranty for my car's VIN. But now I think their computer system may not be reliable.

In the last 20 years I have appealed to the manufacturers customer service for cases like yours. Just 700 miles over warranty or 4 or 5 weeks past 3 years. Ford accepted it as a warranty claim and Honda met me halfway on the cost to repair. Worth a shot. Worst they can say is no.

My 2nd gen-1 Insight's battery croaked two months after the 8-year battery warranty expired. Honda responded to my plea by donating the battery and I paid for the labor to replace it. That NiMH battery lasted 5 years and by then Bumblebee Batteries was around and there were YouTube videos that showed me how to replace the battery myself. It was so much more fun than replacing a dirty old engine. Fortunately, I wasn't killed or hurt.

I paid $175 to have my Clarity (with Power System light) checked at a dealer. It turns out nothing to do with the Electric Engine Coolant.

It's simply some cracks on the headlight from a small bump that caused water to get in. Was told that I have to fix the body misshape first.

The technician disconnected the headlight and the Power System light is no more. But I was told it will come up again later automatically.

Well, that is quite different than what the OP had...
It would be interesting to know what DTC code was found that led the technician to the headlight.

This shows how being an armchair mechanic through the internet without access to the vehicle can go in a totally wrong direction :eek:
 
Long term update; my car is working fine so the elec coolant heater part number 79900-trw-a01 resolved the issue and I have had no other problems since then knock on wood. Car has been a $$$ saver with the crazy CA gas prices too as I have been driving alot more since April 1 since my work wants us back out there in the field.
