2016 Kia Soul EV charging slower

I’ve owned a 2016 Kia Soul EV for about 4 months now. Every night I use the Kia level 1 charger. Over the past week I have noticed the rate dropped from about 4% per hour to about 2% per hour. Sometimes if I unplug/plug again, the rate increase.
I’ve used plain cotton swabs to clean the contacts but they look very clean.

Any thoughts/suggestions would be helpful.

Same Result for me. About 2% per hour. I have also tried another J1772 charger.

I resolved this. Had to have the OBC replaced. Luckily I convinced them to do it while under the extended warranty.
Made my case by referring to a Kia recall notice on 2016 models from Canada (was never published in US). The 2016 models in Canada had defective OBCs. My point was that most likely mine fell into this category also. My dealership agreed.
