When do the USB ports receive power?

Hey everyone. I had been wondering recently if anyone knew when the USB ports in the Clarity receive power. I know on some cars they receive it once the car is turned on, some when the door is opened, and some are always powered on. I tried to take a quick peek at the manual, but didn't find anything specific enough to answer my question so I was hoping one of the experts here may know.

If you're wondering why I'm asking it's because I'm interested in a 3rd party product that allows Wireless Android Auto to be used in a car, and depending on when the USB port receives power can drastically change how long I'll be waiting for the connection to fully establish.

This seems to indicate that the USB ports would be powered in Accessory mode as well.
