Used Clarity Low EV Range

Today I test drove a used Clarity. The EV range was only showing 28 miles, fully charged, in warm weather. It's supposed to be 47. Does this mean the battery is shot? It's a 2018 with only 23K miles on it.

It more likely means that the previous drivers had heavy right feet.
 
Very likely insightman is correct, but if you are considering buying this car I would definitely have the battery capacity tested. Ask the dealership to do it (for free) or you can do it yourself with the right OBD2 adapter.
 
Also it may have been winter when the car was traded in or a combo of both. Ours gets that low in the winter with heat/ defroster, heated seats, and cold temps.

The range is merely an estimate based on previous driving habits. No different than a fossil fueled vehicle. The predicted range on my Jeep will go up by 100 miles if I'm doing strictly highway driving.
 
Will the owner/dealer allow you to drive the car until the batteries are depleted? Start with full batteries, drive ~60mph on relatively flat roads, if possible, see how far it goes.
