"Registration fee on motor vehicles. ‘‘(a) IN GENERAL.—The Administrator of the Federal Highway Administration shall impose for each year the following registration fee amounts on the owner of a vehicle registered for operation by a State transportation department: ‘‘(1) $200 for a covered electric vehicle. ‘‘(2) $100 for a covered hybrid vehicle. ‘‘(3) $20 for a covered motor vehicle that is not a covered electric vehicle or a covered hybrid vehicle.

‘‘(2) OTHER MOTOR VEHICLE FEES.— ‘‘(A) INITIAL COLLECTION.—Not withstanding any other provision of this section, the fee imposed under subsection (a)(3) shall be im posed beginning on October 1, 2030. ‘‘(B) SUNSET.—The fee imposed under subsection (a)(3) shall terminate on October 1, 2034. ‘‘(g) DEFINITIONS.—In this section: ‘‘(1) COVERED ELECTRIC VEHICLE.—The term ‘covered electric vehicle’ means a covered motor vehicle with an electric motor as the sole means of pro pulsion of such vehicle.

"Federal lawmakers have suggested instituting a $20 annual fee for cars as they attempt to move away from the federal gas tax.
The fee is part of an effort to depart from the existing gasoline tax, which hasn’t been raised since 1993 and currently stands at 18.4 cents per gallon.
Apart from the $20 fee, the proposal would also add a $200 annual vehicle registration fee for electric vehicles and a $100 fee for hybrid vehicles.
Some states charge fees for electric vehicles to cover road repair costs. Congress for the past three decades has opted not to hike fuel taxes to pay for rising road repair costs. Some Republican senators in February proposed a $1,000 tax on EVs for road repair costs."

Am I reading this right?
This "fee", on top of additional State "EV registration fees", could add up to a lot of extra $ cost of operating an electric vehicle in USA.

In Alabama, EV owners pay an annual fee in addition to standard registration fees. For battery-electric vehicles, the fee is $203, and for plug-in hybrid electric vehicles, it's $103. These fees increase by $3 every four years. A portion of these fees . . .

So I have:
  • 2017 BMW i3-REx - plug-in hybrid
  • 2019 Model 3 - EV
With the solar roof project, I'll save more than these fees.

Increased now to $250
"Seems steep for EV owners, right? That's because it is. Writing a check for $250 (actually up from the original proposal of $200) is the equivalent of paying for nearly 1,100 gallons of fuel at the current gas tax rate. It's about twice what an average gas car burns in a year, and it's not a one-time charge, either. It's annual. This proposal would be the equivalent of the average commuter paying the $0.184 tax on 1,389 gallons of gasoline."
 
Full disclosure I am a civil engineer that works in transportation planning and traffic analysis. My understanding is that gas taxes have quite a convoluted history at the federal level https://highways.dot.gov/highway-hi...ask-rambler-when-did-federal-government-begin Gas taxes also have quite the history at state and local levels. It is quite a balancing act and I do not envy those that attempt a fair solution.

The first time electric vehicles were discussed at a work meeting was related to EV's not paying gas taxes. I did point out at that meeting that we all pay taxes on the electricity we use, EV's pay sales tax on the purchase, and personally I'm happy to pay a fair share. Where I live (FL), surprisingly does not yet have a EV registration fee, although the last few years bills have been introduced to that effect. It has not passed yet, but a version of it eventually will.

    • 30 kWh * 5 mi/kWh = 150 miles around town, unused accumulates
    • 30 kWh * 4 mi/kWh = 120 miles highway travel, departure and arrival home segments
  • Grid charges $0.12/kWh
    • $3.60 / day maximum savings around town
      • ~$1,315 / year savings around town
    • $7.20 departure and arrival segments
      • ~$72 / year savings for 10 out of town trips
  • "EV Hippy tax" $250 + $200 = $450 per year
Dang shame, I missed the tariffs on solar panels, inverters, and solar project battery. Guess I'll have to meet my brother by another mother:
