Rust on OEM wheels?

The rear rotors are rusty garbage (I think this is known fact), but is it normal to see something that resembles rust rush on the OEM wheels. They’re aluminum. Rust forms on ferrous metals.

Have you tried removing it and applying some type of anti-corrosion protectant, prior to storage?
 
Perhaps this is some kind of mildew, in which case it should come off with some kind of cleaner and a little elbow grease.
