What is this $500 fee?

Since July 1, 2017, as part of the Roads Bill, South Carolina has charged a 5% (capping at $500) Infrastructure Maintenance Fee on the purchase price of new vehicles. That's why every road in South Carolina is perfect

My state charges a "road tax" payable with the license fee. Unfortunately, it's not based on vehicle weight. I'm quite sure that the big pickup trucks wear out the highways at a greater rate than my SE.
