How do I activate voice commands on 2017 i3?

Just got a 2017 i3 for the wife. I tried to set up everything for her but the only thing that I can't figure out is how to use voice commands. If I push the voice command button on the steering wheel... it opens up bixby voice/google voice on my wife's Galaxy S8+ phone (connected to the USB port) and does not accept any commands.. If the phone is not connected, pushing the voice command button doesn't do anything.. Any help would be appreciated..
 
Just to add.. when I push the voice command button, nothing happens.. No prompt, no sound.. nothing.. If I hold down the voice button for 2 seconds, google voice opens on my phone, so I know that the button is not broken.. I can of course ask google voice to navigate to somewhere but it opens google maps on my phone instead of the navigation system on the i3..
 
After doing more research, it appears that the voice commands only work with the technology package with the bigger nav screen... So, the car does not have that feature...
