Federal tax credit on vehicle purchased in Canada??

As the title says, I would like to ascertain if I can claim the tax credit on a vehicle purchased out of the country. My oh-so-brief reading of IRS rule speaks only to the primary use of the vehicle being in the US. Anyone here know more about this?
