By accident, I came across this:

Ordinarily the city MPGe is higher than the highway metric, see Tesla metrics, because of lower aerodynamic drag from lower speed. This is a puzzle.

I thought the range tests are done indoors on a dynamometer without aerodynamic drag, run through cycle testing until limp mode, and then recharged to full. This is indeed a puzzle.

A set of 'roll down' coefficients are measured to determine the actual vehicle performance on a 'Standard Day.' These are converted to dynamometer to predict the mileage. The EPA shares these roll down coefficients which can calculate the drag power at any given, Standard Day, speed.
