Door mirror cover

Using information found here I was able to remove the RH door mirror rather easily. But i can not get the painted cover off of the mirror. The only release for the cover I see are three tabs. I have loosened all three and still the cover won't budge. Could someone who has removed their mirror cover please give me some advice on how to do it

it needs to be lifted off the housing underneath (part # 2/9 below), I think

Thanks. I got it off but there was some plastic that made the ultimate sacrifice. Even with it off I can't see a practical way to remove it. Would love to know the proper way...if there is one.
