Charge port ice problems

For the last few months the weather here has been brutally cold - snow then sleet back to snow. I have not had the recall performed yet so my SE is parked outside. Inevidiblymoisture via the snow and sleet ices up the cover of the charge port making it really difficult to remove. Once I get the cover off there is still ice buildup along the bottom of the charge port where the connection occurs. I have manually removed the ice - tried using a silicone spray but it just repeats.

Anyone experience the same and any solutions? To bad the door to the charge port is not watertight
 
Will check the drain hole - might help the problem but I am not sure with temps being as they have been will solve the problem
 
Another option is to use a weatherproof car cover, works well in a car port, dunno out in the freezing rain. The $$ one I have and use for longer term parking, doesn't allow moisture to penetrate so it doesn't stick, but is a PITA to store wet. There are also those pop up carports if you have room.
