So two sources, user thread and online owner's manual indicate TACC requires the $5k "Enhanced Autopilot." But the web page I used to order my Model 3 says it or something like it is part of the $3k Autopilot.
I sent a note to Tesla support asking for clarification. But right now, I'm thinking of waiting until I get the car to find out. If my Autopilot has speed-only, cruise control, I'll be disappointed but know that for an extra $3k ($2k if ordered as part of the original) I can add it.

- $3k "FSD" Autopilot does not include TACC
- $5k "EAP" Autopilot does include TACC along with auto parking and other features

Reading the online, Owner's Manual, it made specific reference to TACC, pp 67:Full Self-Driving Capability ($5k) -
- Navigate on Autopilot: automatic driving from highway on-ramp to off-ramp including interchanges and overtaking slower cars.
- Autopark: both parallel and perpendicular spaces.
- Summon: your parked car will come find you anywhere in a parking lot. Really.
- Recognize and respond to traffic lights and stop signs.
- Automatic driving on city streets.

- $5k - needed for the autonomous driving features in the future
