If I came to a iced charger I park my car in a way I can reach the cable and if that "somehow" blocks in the ice owner ... Oh my, nothing I can do about that, right?

Just be careful - you can't know when such people could be 2nd amendment enthusiasts looking for a challenge. I'd just call the cops and hope they respond.

Oh for sure. I'd call the cops or sure owner as well. If the owner shows up I might not even identify myself as the owner, just to find out what they're like.
