Apparently the price of gas is not enough of an incentive to charge and drive electric. I suppose the main issue is charging convenience for apartment dwellers or others with infrastructure challenges. I have heard that some just bought the PHEV because it was cheaper at the time given the tax credit and/or because it gave them HOV lane access and otherwise they just drive it like an HEV. https://theicct.org/publication/real-world-phev-us-dec22/
