There is no such thing as a "pass" on ANY kind of tax in California. Every day the legislature is in session they are dreaming up more and more new taxes to impose on anything they can think of. We all remember Ben Franklin's quip about the only two certainties in life are death and taxes. In California, the only difference between death and taxes is that death doesn't get any worse when the legislature meets.
The only exception is if delivery is taken outside of California, either by shipping the car or if a dealer employee drives the car across state lines. The dealer still reports the gross sale to California but does not have to collect sales tax as long as they provide documentation that delivery to the customer did not take place in California.
The 2019 Clarity PHEV is no longer showing in Germain Honda's inventory. Looks like it didn't take too long for them to sell it once they got it.
