    Governments have been trying to figure out how to charge by mileage because cars are getting better mileage. I wouldn't want big brother monitoring me via GPS. If they use the odometer reading at inspection, people may try to cheat by rolling back the odometer. I hope they never find the answer.

    "“(h) Termination.—Notwithstanding any of the preceding provisions of this section, this section shall not apply to vehicles placed in service after the date that is 30 days after the date of the enactment of this subsection.”."

    "“(1) IN GENERAL.—The fee imposed under subsection (a) with respect to any alternative fuel vehicle shall be the product of—
    “(A) the average gallons of fuel consumption per vehicle for motor vehicles in the same category as such alternative fuel vehicle, multiplied by
    “(B) (i) in the case of an alternative fuel vehicle in a category of vehicles which are ordinarily powered by gasoline, the rate of tax under section 4081(a)(2)(A)(i) in effect for the first day of the calendar year, and
    “(ii) in the case of an alternative fuel vehicle in a category of vehicles which are ordinarily powered by diesel fuel, the rate of tax under section 4081(a)(2)(A)(iii) in effect for the first day of the calendar year.

    My thoughts are this:

    - If you need a way to pay for maintenance of the highway system, have a nation-wide toll system -- like EZ Pass. Those that use it the most will pay the most regardless of what kind EV or ICE engine they have.

    - As for curbing greenhouse gasses, create a yearly tax on whomever a vehicle is registered to, for every cylinder beyond four (the more cylinders beyond four the higher the tax). And start it immediately, with reasonable taxes and then ramping up over time (5 - 10 years) until it hits it maximum tax amount. This gets people used to paying the tax immediately for awareness and to also start training them to look for alternatives to gas guzzlers. This also gives manufacturers time to update their fleets with better options. (Look at the Mustang Ecoboost -- 4 cylinders and it hauls ***). But no Republican would ever vote for this (I'm sure it wouldn't be popular with all Democrats)

    With Trump denying global warming, I doubt this could happen.

    If the fuel tax is increased for gasoline, it should drive people to more efficient vehicles.
    Then let people make whatever car buying choice they want to, but incentivise good choices.

    If I ran the show, I would exempt full electric cars from all tolls until they really caught on.
