Anyone know if one can apply for the decal without having the license plate yet? The Reg1000 form for California HOV decals asks for a license plate number (the VIN is not enough). My dealership says it can take up to 3 months to get the plates mailed to me. After that, it could take weeks or months to get the decals mailed. Seems like I could go for the first quarter of the year unable to use the HOV lane. However, while I was reading up on this online I saw many posts that claimed that police tend not to stop cars that don't have permanent license plates. I'm tempted to just use the car pool lane and hope for the best.

I've heard some say that they successfully applied without the license plate numbers, and I've heard others say that the app was returned. "Heard"= read on forums.

    IMHO:
Not having a license plate on a new car in the HOV lane is blatantly telling the cops that you would like to donate $491 to the State.

They will know that you haven't received the sticker yet. It would infuriate me to give $500 more to the State. It all depends on your pain threshold .

You may be rich or believe that it is akin donating to a worthwhile charity (State Gov,) if you are unlucky enough to get caught.

I decided to wait until I got the plates, but I wanted to apply after Jan 1st anyway.

If I had to give a wild guess, I'd say that your chances of getting a ticket are 1 in 100 everyday with your questioned plan. Far too risky for me.

As for issuing HOV stickers (Purple), with the new CA law that started 1/1/19 (AB 516), temporary plates were issued when I picked up on 1/1/19.
I noticed on my DMV form that the temporary license plate was noted w/ VIN. The temp plates are good for 90 days so I wonder what happens when my new plates arrive ? Do I get the temp plate as the real plate because I do not want to re-file DMV forms if the permanent plates do not match the temp plates.....

The mystery I have is how the dealerships were able to order the older Red HOV stickers before the cars were purchased, I don't know - maybe they were able to order them because they are a dealer ??

Got my Clarity in December 2018. Applied and received the Green Stickers, 22 dollars.

In November, they sent me a prefilled application to apply for the red stickers to replace the Green Stickers which I did, 22 dollars, and received the stickers in December 2018, and were good to go Jan 1, 2019.

While they made it easy, in my case to upgrade, still it seems they are making these HOV stickers more complicated than it has to be

Are you sure you applied in 2018 ?
Did you get the 2018 model year car in 2017 when the green stickers were being issued ?

That's not true in CA. Don't drive in the carpool lane without a sticker.

    15. Q: Must I wait to drive as a sole occupant in the HOV lanes until the CAV decals are received and affixed to my vehicle?
A: Yes. Do not drive as a sole occupant in the HOV lanes until you receive the CAV decals and affix them to your vehicle.
