The transition period is for 50% battery and 40% critical minerals only from USA or a free trade country. In most cases the critical minerals can be met (percentage of $ value), but the battery assembly/components probably won't be met meaning you will probably get at least $3,750 for critical minerals but not the full $7,500.

My understanding is that the bill will take effect as soon as it is signed, but that existing valid sales orders will be grandfathered in under the old rules.

  5. I'm in the same boat as you KCOMEV.. mine is sitting in California port waiting for a truck and here comes this bill which could lower the tax credit and ALSO effect the point of sale upfront (I think instead of getting a return at tax time it would be at the point of sale if I remember right). Watch my luck the bill will pass the day before delivery lol. Ugh.

It's fine, there's still a transition rule if you've already entered in a written binding contract to purchase (deposits don't count) then the Secretary of Treasury will count it as the day before the enactment.

Teslarati97 what would I need from my dealer to show a written binding contract?

It's a special order, you will be fine. It's not like it's sitting on the dealer lot as unsold inventory.

Mine is sitting in Southampton. Just to be sure I just emailed my MA asking him to send over a purchase order to sign.

Please update once you hear back. My vehicle is also at port. $7500 really changes the deal :/

I don’t think I’ll know for sure until I send stuff to my accountant in February. I’d recommend you make sure you have something signed before Biden signs the bill.

  17. Thanks for posting that video - that pretty clears up a lot of questions I had. Thank you!

Electrek's take seems to indicate the new rebate doesn't start until January 1 2023, and that the fudging about when you sign a purchase order is just for determining if you get to use old or new rules after January 1. It sounds like anyone getting an SE in 2022 gets the current $7500. This info seems to align with Bearded Tesla Guy.

Maybe I was reading an old copy of the bill but it seemed to indicate that some of the credit provisions went into effect immediately and the only exception was with a signed, binding contract. Started on page 385 of the bill I think.

Plus, we still have to wait and see if any changes were made in last 24 hrs.

This is the most recent copy I've found:

  22. FYI according to this spreadsheet on reddit, the Mini SE will likely never qualify for tax credits after this year due to it not being assembled in NA.

Virtually no car will meet the materials requirements as essentially they would need to come from the USA, Australia or Chile for the most part and currently they don’t.

As I’ve told a friend who is considering a Mini Electric because of the tax credit, order one now or lose out! The only thing that is holding him back is the lack of the $30k base model…
