There is a motor in the thing, right? Because when he popped the "hood", it was empty. No way the thing is street legal, so it amounts to a golf cart.
I got you bet Bob. This car is $800 to $1500. And solar powered to boot. Of course if you take it on the street, you will have everyone honking and giving you the finger. https://www.alibaba.com/product-detail/2018-hot-sale-solar-vehicle-cheap_60792321450.html?spm=a2700.7724857.normalList.20.249649c7Qyq5c9 (This is an image, to see actual video go to the link above)

it's only good in a dense urban area. kids to school and out for shopping. wonder what the licensing requirements are to drive it. but for it's price it could suit that purpose well.
Around Vancouver Island there are a few scattered NZEV zones: https://www.tranbc.ca/2015/04/10/what-are-nzev-zones-and-why-do-they-matter/ but as mentioned the rules are pretty specific concerning the speed limit. The vehicle also must be approved by transport Canada and bear the National Safety mark as well as registration and insurance through ICBC.
there's a guy south of town here who gets golf carts with horn/turn signals that can licensed for road use in alberta. those would fall in that category. they fall in that category of on road, but off highway. lots of little communities and acreage areas these would fit the same as golf carts in. wonder if that bracketing on the firewall under the dash is for optional ac. be perfect then for all occasions.
