Ontario owners: how long does it take to receive the government rebate?

Did some digging on everything you mentioned here. While they may not have mentioned the deadline in the press releases or summaries, they did make mention to it in the EHVIP Program Guide.

I have attached the July 11th 2018 Program Guide for the EHVIP Program. This is the first document which talks about the July 16th deadline that the dealer has in order to comply with the Ministry Order List. That would have given a dealer 3 full business days to compile their list, that is not a reasonable time frame for any kind of a deal like this for the dealer to comply. If, for whatever reason, the dealer did not complete their Ministry Order List on time, they would definitely have a case here.

That point doesn't necessarily help us though, but what does is the fact that we do not have access to this list (privacy laws would protect it) in order to complete our own due diligence, nor is there a waiver as part of our application placing the onus on us to complete any due diligence on this Ministry Approved List. This makes no sense, the MTO should be enforcing the rules of their contract (going after the dealers/manufacturers), and the Ombudsman should be enforcing the MTO's processes in how all of this was done.

I think you're onto something... I submitted back in August and have heard nothing. I sent an email on Saturday and just got a reply this afternoon that my rebate application has been processed and will be deposited in 15-20 business days.

Update: rebate was received March 5th. Almost exactly 7 months from submission date to payment.

Good find. I wasn't able to find older versions of the guide during my digging, and I'm pretty sure that on July 11, the only guide available on the ontario forms website was the one from March 9, 2018 (based on my text messages with my salesperson, where I mentioned the March 9 guide as the "current" one).

But the guide you attached is indeed dated July 11 2018 at the top, and marked as 2018/07 in the footer, so who knows?...

Great to hear, s114. I didn't receive anything yet, but out of curiosity, do you know why your order on the approved list? Did you dealer submit it after July 16? Or not at all?
 
I heard from my VW rep again today, who wrote the following: "... the Ministry of Transportation ... is looking for clarification from our [dealership] end, and this is exactly what we [VW] are doing. My management is in the process of contacting the Ministry of Transportation. Hopefully this will rectify the issue and negate the need for any further action on your part. ... the Ministry of Transportation is inundated with calls and emails these days, so it may take a week or so to get a response. Hopefully next time I get in touch the issue would have been resolved."

His message is not exactly making me feel warm and fuzzy inside, but in my particular case, my rep is at least telling me that the dealership is working on resolving my denied claim, by contacting the MTO to forward proof that my vehicle was on the list. He also mentioned something I didn't know about, OMVIC - the Ontario Motor Vehicle Industry Council. OMVIC's mandate is to "maintain a fair and informed marketplace by protecting the rights of consumers..." - just google OMVIC, it's the first link. My rep said that any MTO correspondence that affects dealership across Ontario would normally go through OMVIC. My rep found no evidence of correspondence from OMVIC about the MTO inventory deadline, nor did he find any correspondence directly from the MTO. It's as if the MTO set a deadline that no-one knew about, because they didn't bother to tell anyone about it until after the fact, and are now claiming you ought to have known, and that if you're not on the list... well to bad, so sad, no rebate for you.

I'm glad to read that there are reversals in rebate decisions - from denied to approved. I'm still very agitated about this mess we're living through, but I'm more optimistic today than I have been. It's been a gut wretch since I received my letter. Looking forward to a positive outcome, but I'm not lying down just yet.

I spoke to my dealer and they told me they did in fact submit everything required before the deadline date. To my knowledge this was verified when my dealer contacted the MTO to resolve this.

The guide that s114 attached to the post is dated July 11 with 07/2018 on the footer. That said, I don’t think they actually put it up on July 11 (see my previous post as to why)

s114 what EV did you end up going with? Nissan Leaf? My dealer has said and done the same things for me. Hoping I get a reversal email as well. Dealer just emailed their proof yesterday.

I'm in the same boat, I purchased my 2018 e-golf in August 2017, picked it up on Aug 3rd 2018! I got my claim denied on Feb 28th 2019 due to the vehicle not being on the ministry approved order list. I'm getting the run around from the dealership saying they are "looking into this", called OMVIC with no real help, called VW Canada, they said it needs to be resolved at the dealership level and there isn't much they can do, I'm at a loss. Keep me posted if you hear anything and I will keep you guys all informed when I "hear back" from VW.

We got the same denial email, so incredibly disheartening after believing we had all boxes checked. Our situation is slightly different from yours in that our dealer never received the July 12 email to submit eligible inventory. Ours was the only EV our dealer ever sold so they were apparently not on the network email list. I spoke with the MTO office, apparently, our only glimmer of hope to get our file re-opened is if VW Canada or the regional office sent our VIN# into the office and we can prove that MTO made a mistake. I've filed a complaint against the MTO with the Ontario Ombudsman, emailed CBC Marketplace, CBC Go Public, Ellen Roseman at the Toronto Star. I wanted to let you know in case you want to do the same. The claim is being denied on a technicality that is anyone's fault but ours. While the EV rebate application makes mentions of the "ministry approved order list", we thought it was referencing the published list of eligible cars. We never would have proceeded to take possession if the MTO had indicated that all paperwork was not in order, all calls from our dealer to the MTO prior to the Sept. 10 deadline went unanswered. So incredibly frustrating. This is the message I've sent to CBC etc., perhaps if there are enough of us, someone will take notice:

"We are out $14,000 because the Ministry of Transportation has denied our electric vehicle rebate application, apparently our VIN# does not appear on a ministry approved order list. This is a technicality over which we had no control and our dealer tried to prevent by calling the MTO office several times to confirm all paperwork was in order prior to the Sept. 10 deadline. All calls went unanswered. We trusted the government, had faith in the process, believed our dealer, took possession of the vehicle, filed our paperwork on time and now we're out a lot of money.

The problem lies here, a message was sent to dealers on July 11 or 12 from MTO stating that dealers needed to get eligible inventory onto an approved list by July 16. Our dealer never received this communication and as our VIN# does not appear on a list. This is the message we received from the MTO a couple of days ago:
"Thank you for applying to the Electric and Hydrogen Vehicle Incentive Program. After carefully reviewing your application, we regret to inform you that your application is ineligible for an incentive for the following reason:
· Your vehicle was not on the ministry approved order list.
The program was on July 2018; as a result, eligible vehicles ordered on or before July 11, but plated and registered between July 12, and September 10, must be on the ministry approved order list from dealers and manufacturers to be considered for an incentive. If you have concerns with this decision, please reach out to your dealership. If the dealership states that your vehicle was on the ministry approved order list, please have them contact the Ministry at [email protected] to provide the required information for Ministry review."

We are continuing to try to work out this situation. Our dealer is awaiting confirmation on whether or not there is any proof that our VIN# was sent to the Ministry for approval by VW Canada. In any case, we've requested that the decision to deny our claim be overturned, as our claim is 100% legitimate. The technicality of the VIN# not appearing on an additional list is anyone's fault but ours. There was not adequate information provided by the MTO. Our dealer never received the notice on July 12 to submit eligible vehicles to a list by July 16, likely because ours was the only e-Golf the dealership ever sold and they were not included in the email that went out to the dealer network.

It is not reasonable to deny our claim based on poor communication during a transition period. Had the MTO responded to our dealer and indicated there was a problem, we would never have proceeded to take possession. Either the dealer, manufacturer or government should take responsibility for this, why are we left holding the bag and out $14,000. The government is supposed to help people, this is not right. They have arbitrarily denied our claim. Every other piece of documentation is in order, we took great care to make sure all boxes were checked. The MTO has stated they will only consider appeals before the end of the month.

Could you help us?"

Hi jstephens, you mention towards the end of your post that the MTO will only consider appeals before the end of the month. Did you get something in writing about that or is it something that was verbally told to you? How would one initiate an appeal of their denial? I'm in the same boat as you and want to start the appeal with the MTO.

just wanted to add myself to the list of people getting the run-around by MTO/Delaerships for the rebate. My dad and i both got our eGolfs from YorkDale VW, both cars met the criteria. got the denial letters with everyone else siting cars not being in the approved list. the interesting thing was that the cars were delivered with a 1.5 month gap... so i'm guessing everyone in between us is in the same boat!!

I don't really have confidence in the dealership fighting for us, but the MTO seems to require info from them, and is not really accepting anything from us. I'm glad to see people are reaching to their MPs/Go Public/etc. If there is anything i can do to help, or if anyone has any suggestions it is greatly appreciated!

I’m also new to this forum, and am in the same boat as several other people here, that is to say I ordered and received my eGolf from Yorkdale Volkswagen within the timeframe imposed by the government (ordered November 2017, received, plated and registered Sept 7th 2018) and have since had my rebate application denied for the same reason as everyone else. I’ve emailed my local MPP with no response as yet (I’ll be phoning him this week if I don’t hear from him) and am also planning on filing a complaint with the Ombudsman.

In keeping with various others on this thread, I’m not entirely confident that Yorkdale VW will be able to fix this. I know that we’re all dealing with the same person there, as he was the only salesperson assigned to sell the eGolf. When i first spoke to him, he tried to tell me that all manufacturers were going through this; when I informed him that several people that I work with recently received their rebates (from Tesla and BMW respectively, their cars having been purchased and delivered in the same time frame as my Golf), he didn’t seem to know what to say. I’m not suggesting that Yorkdale VW knows they dropped the ball and are stalling for time, but it seems they’re not getting anywhere with their “investigation”. The reason I was given for the “mix-up” was that Yorkdale VW was never made aware of the existence of the infamous “list”, but that upper management is “double-checking”. I’m beginning to wonder how long this should take. I think that those of us who bought from Yorkdale VW should be prepared to present a united front, in case they try to absolve themselves of any responsibility should we be told that we definitely will not be getting our money. I plan on calling them again in the next couple of days to apply more pressure.
 
So far I have I notified my dealership, Nissan Canada, Ontario Ombudsman, Ellen Roseman and my local MP. I recommend doing the same. Ellen Roseman is apparently working on an article about it. We need to make this public knowledge as much as possible and put the spotlight on the Ministry of transportation and government of Ontario. They should be forced to honour all rebates where the car was ordered on time regardless of some dumb list.

I know of at least one more that got a reversal email yesterday as well. Last I spoke with the MTO, they said they will need a "few" business days to review the proof from dealers. So, I'm hoping that everyone else here will get a reversal email soon.

So the denial reversal isn't very surprising, since it's just a matter of the dealer providing proof that they submitted the order in time, and the MTO verifying the evidence.

My dealer didn't submit the order in time, and I'm assuming that this is also the case for Yorkdale VW, as I read above that they didn't know about the deadline at all (btw, my dealer is saying that they didn't know about the deadline either).

Agree 100%! I just wanted to point out the difference in the scenarios in order to set proper expectations for the followers of this thread. I know when I read your post that your rebate denial was reversed, I was very hopeful that mine would be reversed as well. When you mentioned that your dealer had said that they submitted on time, that hope was greatly diminished. Until there is any evidence that MTO is willing to relax the July 16 deadline rule, we just have to assume that we will be left out to dry, as unjust as that is.
